Peoria Shuts Off Red Light Cameras

Peoria is the latest Arizona city to drop photo enforcement traffic cameras. Intersections such as 83rd Avenue and Thunderbird saw large increases in accidents.

The blog War on Driving reports that Peoria officials claim that overall there was a 29% increase in accidents during the three years of the program. But increases of 300 to 500% were recorded initially.

Redflex Traffic Systems lost their contract with Tempe a few months ago over a legal dispute. Redflex was not only suing Tempe for a larger percentage of ticket fines, they and city officials were also the target of a RICO lawsuit related to the red light cameras.

An initiative to put Redflex speed and red light cameras to a vote is currently circulating in Paradise Valley.

Photo enforcement has also been discontinued in Houston and Los Angeles.

ADEQ Settles Gila County Veterinary Clinic Violations

The Arizona Department of Environmental Quality and the Arizona Attorney General’s Office have announced that Star Valley Veterinary Clinic in Gila County has agreed to a $65,000 settlement for biohazardous waste violations.

The clinic will pay a $5,000 penalty and conduct a $60,000 Supplemental Environmental Project. Veterinarian services will be used to treat animals for the Central Arizona Humane Society. In addition, information will be provided about the proper management and disposal of biohazardous medical waste in the animal care industry.

An inspection by ADEQ’s Solid Waste Inspection and Compliance Unit in 2009 determined that the clinic disposed of untreated biohazardous medical waste syringes contaminated with blood in regular solid waste containers that were dumped in the Gila County landfill between 1999 and 2009.

ADEQ Director Henry Darwin says these are serious violations, but this is also a creative settlement that will allow many abandoned pets and other animals to receive medical treatment while at the same time educating animal owners about the proper disposal of this medical waste.

Report Says Putting Kids in Jail Doesn't Work

A new report from the Annie E. Casey Foundation says that putting kids behind bars doesn’t keep them from committing crimes later on. The report says decades of research along with new data shows that incarceration doesn’t provide public safety benefits, wastes taxpayers’ money, and exposes young people to violence and abuse. It says that the “crimes” in most juvenile cases are minor. Most juveniles are either charged with nonviolent offenses or are there primarily for acts of defiance to adults.

Public News Service reports that several states are already moving away from relying on juvenile incarceration, mainly because of budget problems or scandals over abuse in institutions. More than 50 facilities have been shut down nationwide since 2007.

Last year Arizona Governor Jan Brewer proposed shutting down the State Department of Juvenile Corrections and transferring those resonsibilities to counties. The child welfare and juvenile justice director of the Children’s Action Alliance says locking up fewer kids is a good idea, but the governor’s plan would have simply cut the budget without supporting community-based programs that provide better results at a fraction of the cost. Beth Rosenburg says juvenile jails especially don’t work for children with mental health problems, who make up more than a third of the kids in the Arizona system.

You'll find the full report at www.aecf.org.
